<br />2.4 This year at the annual Ramsey County CDBG and Home Funds workshop, several community <br />representatives requested reevaluation of the priorities by their respective City Councils. Attached <br />for your review is the final ranking by Ramsey County for 1999 with the following top five priorities <br />as follows: <br /> <br />1. Rehabilitation of owner occupied property (including energy conservation measures) <br />2. Removal of dilapidated structures/ site redevelopment <br />3. Rehabilitation of Rental Property large and small <br />4. Job Creation <br />5. Neighborhood Revitalization. <br /> <br />3.0 Policy Issues <br /> <br />3.1 The City Council adopted a housing policy in November 1999. The City's goals under the policy <br />are as follows: <br /> <br />a) Provide a variety of housing types (owner occupied and rental) that balance of affordability, <br />maintains quality of housing and the urban environment, has access to public <br />infrastructure, services and employment and enhances neighborhoods viability. <br /> <br />b) Continuously strive to improve the quality of approximately 200 existing units, which are <br />below the average physical condition, and less than 75 percent of the median value of <br />housing units within the community. <br /> <br />c) Fill the gaps in the city's housing portfolio by providing housing for all stages of the life cycle <br />such as the needs for entry level housing and more affordable senior housing. <br /> <br />d) Meet the Metropolitan Livable Communities Act benchmarks and city indexes as outlined <br />in Roseville's action plan for the period from 1996 to 2010. <br /> <br />3.2 As part of the policy and housing plan for 2000 several housing strategies were outlined to achieve <br />maximum housing diversity and regeneration of the housing stock by encouraging private <br />investment, discouraging deferred maintenance and disinvestment, stabilizing property values <br />and strengthening neighborhoods. <br /> <br />3.3 In addition, the Council places a high priority on the retention and. expansion of the businesses as <br />outlined in the Economic Development and Redevelopment section of the Comprehensive Plan <br />as approved in December 1998. <br /> <br />4.0 Staff Recommendation <br /> <br />4.1 Based upon previous Council priorities, City goals outlined in the Comprehensive Plan, and the <br />approval of the goals and strategies outlined in the Roseville Housing Improvement Plan for 2000 <br />staff recommends that the Council set the top five priorities as follows (1 is highest rating and 5 is <br />lowest rating): <br /> <br />RCA - 2000 County Priorities 01/10/00 - Page 2 of 3 <br />
