<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 12/13/99 <br />ITEM NO: F-5 <br /> <br />MaC-~~roval: Agenda Section: <br />:;)- Reports <br /> <br />Contract with Greater Minneapolis Metropolitan Housing Corporation <br /> <br />1.0 Requested Council Action <br /> <br />City staff is requesting approval by motion of the attached Community Development <br />Department, Consultant Services Agreement with the Greater Minneapolis Metropolitan <br />Housing Corporation (GMMHC) for services rendered in completing the attached 2000 work <br />plan for technical housing renovation assistance. <br /> <br />2.0 Background <br /> <br />2.1 The City Council approved the Roseville Housing Improvement Plan (RHIP) on <br />November 8, 1999 which outlined several long term strategies f or providing a variety of <br />quality housing types for all life cycles of Roseville residents. As part of the plan several <br />programs were outlined to be implemented in 2000. Many of these programs are <br />provided by existing agencies such as Minnesota Housing Finance Agency and Ramsey <br />County. <br /> <br />2.2 Staff, along with representatives ofthe Greater Minneapolis Metropolitan Housing <br />Corporation, provided a summary of the services that could be provided by establishing <br />a technical housing resource center for Roseville residents to the Council at the <br />November 11, 1999 work session. <br /> <br />2.3 The following programs outlined in the RHIP can be implemented with the assistance <br />of GMMHC as outlined in the attached contract and work plan. <br /> <br />. Roseville Technical Resource Center - Provide free technical assistance to Roseville <br />residents including building evaluations, city codes and permit process, scope of work, <br />construction cost information, construction bid process, evaluation of submitted bids, <br />monitor construction process and purchase counseling. <br /> <br />. Roseville Home Improvement Loan - Low or deferred interest loan up to $10,000 or <br />not more than 50 percent of home improvement. The program is intended to be used <br />where gaps exist with other loan programs. The program can be used for demolition if <br />certain criteria are met. The loans are serviced by a Housing Service Provider, <br />contracted by the City of Roseville, to provide more flexibility and ease to the resident. <br />These loans will also be used to help properties in transition from a senior resident to a <br />family. <br /> <br />RCA - GMMHC Contract for Housing Program - Page 1 of 2 <br />
