Work with the Police Department Neighborhood Watch Program to provide <br />information about Roseville's residential inspection and code enforcement program <br />and provide rehabilitation information at neighborhood meetings. <br /> <br />11. Support affordable senior housing through the use of tax increment financing, <br />Ramsey County Home Funds, HUD, Minnesota Housing Finance programs, and <br />Federal Home Loan Bank dollars. <br /> <br />12. Work with developers to utilize tax credit programs and revenue bonds to reduce <br />the cost of financing for affordable housing. <br /> <br />13. Annually review and revise Roseville's Livable Communities Action Plan. <br /> <br />14. When appropriate, submit applications for Livable Communities Demonstration <br />Account grants where the proposed projects provide a mix of housing choices. <br /> <br />Section 5. Housing Programs - 2000. <br /> <br />A variety of housing programs are available to Roseville residents through state, county <br />and local sources. The City of Roseville provides a summary of the programs as outlined <br />in the attached Housing Program Orid and summarized below. Each year the Roseville <br />City Council reviews the effectiveness of the existing programs and changes, adds or <br />deletes programs to better serve the resident in the most cost efficient manner. New <br />programs and modifications to existing programs in 2000 to the Roseville Housing <br />Improvement Plan are underlined. <br /> <br />. Community Fix-Up Fund - Low interest loans up to $35,000 for a maximum <br />term of 20 years funded by Minnesota Housing Finance Agency. There is a <br />household income limit of $73,140. <br /> <br />. Roseville Home Improvement Loan - Low or deferred interest loan up to <br />$10,000 or not more than 50 percent of home improvement. The program is <br />intended to be used where gaps exist with other loan programs. The program <br />can be used for demolition if certain criteria are met. The loans are serviced by <br />a Housing Service Provider, contracted by the City of Roseville, to provide more <br />flexibility and ease to the resident. These loans will also be used to help <br />properties in transition from a scnior resident to a family. The City will wor~ <br />with housing developers to identify seniors moving out of single family homes. <br /> <br />. County Home Improvement Loan - No interest, forgivable loan for necessary <br />improvements to increase the livability of the home funded by Ramsey County. <br /> <br />.
