Additional basins will ba added. <br />A critical location is in the north along the curb line which <br />captures a substantial portion of parking lot run off. Presently, <br />one basin is proposed, however, staff questions if another should be <br />added. Drainage calculations should be submitted for verification <br />purposeD. This catch basin empties into the north wetland which is <br />the present condition. Drainage in the northwest is piped to the <br />water quality pond and ultimately to the wetland. The drainage <br />system for the building should feed into the new water quality <br />system so that roof run off can also be treated. <br /> <br />Drainage patterns associated with the 7-Hi center remain unchanged. <br />This means building and parking run off will continue to flow over <br />land. Riley/Puragory Creek Watershed District approval is required. <br /> <br />City services are available to the site. presently, a sanitary sewer <br />main extends adjacent to the north edge of 7-Hi center. This main <br />will be relocated around the new Rainbow store rather. than building <br />over the main. A new easement must be grantRd. An 8" water service <br />will be extended to Rainbow Foods directly from the 12ft water main <br />within the Highway 101 right of way. <br /> <br />An 8" water main will also be extended onto the site from Highway 7 <br />and will service both bank and new center. This main will be looped <br />within the site. Sanitary sewer will be extended from the on site <br />main Btub ended at the west end of the Wendy's drive aisle. <br /> <br />The southern landscape plan combi.nes natural vegetation near wetland <br />boundaries with more formal plantings within the developed site. <br />Quaking aspen and white spruce are proposed along the western edge <br />which will provide a natural buffer between the site and the <br />sedimentation pond. Staff is recommending the addition of another <br />species of deciduouB tree such as red or sugar maple so that the <br />aBpen ia not the only species introduced. CUrrently, vegetation <br />exist9 adjacent to the gravel parking lot of the auto dealer. It <br />would appear from the grading plan that much of this will be <br />preserved. Efforts to keep vegetation should occur, however, many of <br />the deciduous trQes are dead or dying. This area should be cleared <br />of debris and new plantings be in9ta1led along the wetland fringe. <br /> <br />In the north, the landscape plan is similar in that more informal <br />plantings occur in the west and formal occurring on the eastern <br />portion of the site. Greenspire Linden is the deciduous tree used in <br />all landscape areas. Additional varieties should be explored. Some <br />islands illustrate shrubbery only, while the area north of the <br />liquor store contains no plantings. Trees, whether deciduous or <br />ornamental, should be contained witldn every landacape island. <br />Quaking A9pen and colorado Spruce are found adjacent to the water <br />quality pond. Staff is concerned that soils in the area may not be <br />conducive to plant growth for some species proposed and the <br />applicant should diacuBs this further with the City ForeBtsr. <br /> <br />During the neighborhood meeting, concerns were expressed by nearby <br />residents about off site views. Because the residents are generally <br />at a higher elevation, the site viewD from the western residential <br />area are fairly clear, particularly in the winter. Fo~ this reaaon, <br />the color of the back of the building was changed to 8 darker earth <br />tone. Aleo due to these comments, additional landscaping was added <br />from that initially proposed. In total, 58 coniferous and nine <br />deciduous trees were added to a9siBt in screening the 7-Hi bu1.ldi1\9 <br />and associated activity.
