Target's building has an insurance rating of a Highly <br />Protected Risk (HPR). <br /> <br />b. The building is fully protected with a monitored automatic <br />sprinkler system. <br /> <br />c. Target has trained personnel for ~mergency proce~ures in <br />fire, tornado, earthquake, quest or employee acc~dents, <br />bomb threats, robberies, etc., and conducts evacuation <br />drills 4 times per year. <br /> <br />d. Target has an emergency generator lighting system. <br /> <br />It is clearly stated in Article 17 of the Development Agreement <br />that any "supplemental security" will be based upon need. Given <br />this cri tar ia, there are two common sense approaches which apply to <br />this security plan: <br /> <br />1.) The Ramsey County Sheriff' s Departmen'c have stated that they <br />have developed a successful routine in cooperation with the Target <br />store in Shoreview. This experience, along with Target's above- <br />stated policies, will form the framework for the initial security <br />plan at Vadnais Square. In a meeting on Monday, July 21st, 1991, <br />the Ramsey county Sheriff I s Department will review this information <br />with Developer, with Vadnais Heights city officials, and with the <br />general manager of the Vadnais Heights Target store. <br /> <br />2.) With the above plan forming the basic framework, the security <br />needs in Vadnais Square should be observed and monitored based upon <br />the experience with the Target store, whlch is Phase One of the <br />shopping center. Then, this experience can be analyzed to determine <br />going forward what is needed for security, and this can be reviewed <br />prior to opening the next phase of Vadnais Square. <br /> <br />Developer will work together with the city to determine the best <br />practices for the hours of lighting at the main entrance to Vadnais <br />Square. <br /> <br />In qeneral, Developer wishes to work in cooperation with the city, <br />the Sheriff's Department, and the tenants" exchanging information <br />and ideas, so as to ensure an effective yet practical level of <br />security for Vadnais Square. <br /> <br />(2) <br /> <br />" . <br /> <br />'. . .. <br />
