Dennis <br /> <br />1) As an different approach to requiring specific improvements and performance standards - <br /> <br />that may differ within each SC District - or other type District - would it be better to <br /> <br />require all 24 hour service operators to apply for a conditional use permit. This would <br /> <br /> <br />allow the Council to apply slightly different mitigations /conditions for different districts <br /> <br /> <br />or situations. This approach could also allow the city to be broader in its approach, <br /> <br /> <br />covering all 24 hour uses throughout the city. (This approach may be too late for the <br /> <br />ordinance on Wednesday.) <br /> <br />2) Require that all semi-trailers in the SC district must have an attached tractor/truck. <br /> <br />Prohibit outdoor storage in any SC district. The outdoor storage is to be defined by City <br /> <br />Code Section 1002, and in the SC district is to include the parking of semi trailers and <br /> <br />semi trailers with tractor/trucks, for more than 24 hours. <br /> <br />3) To reduce disturbance from night sign light, the applicant may either: <br /> <br />a. Screen the signage with a minimum of a 6 foot high, year round, 90% opaque <br /> <br />fence, wall, vegetation, berm, or combination thereof, or <br /> <br />b. For sign placement purposes, designate the front of, and customer entry to, all <br /> <br />new or renovated buildings or stores after the effective date of the ordinance. The <br /> <br /> <br />front of the building or store shall be the building elevation( s) or side( s) which <br /> <br /> <br />faces a state or county highway access.
