<br />SUMMARY OF NEIGHBORHOOD MEETINGS <br />(Tasks 202 & 204) <br /> <br />OVERVIEW <br /> <br />Dahlgren, Shardlow and Uban, Inc. facilitated four neighborhood meetings in the City of <br />Roseville to assess the impact that commercial developments have on adjacent residential <br />neighborhoods. While the meetings were advertised and open to the general public, only those <br />residents within 500 feet of existing SC Shopping Center Districts were notified by mail of the <br />meetings. These include the Har Mar, Crossroads, Lexington/Larpenteur and Ramline Center <br />neighborhoods. <br /> <br />Each meeting began with a presentation by the consultant team. First, the project background <br />and an overview of the shopping center district study was presented including the purpose of the <br />meeting and how the input received from residents fit into the study. Residents were then given <br />a brief primer on the city planning process and the tools used to regulate land use so that they <br />could see how the study and their input fit into the overall picture. I[See Appendix A the agenda <br />and handout for the neighborhood meetings.] <br /> <br />After the initial presentation, residents were divided into small groups and asked to discuss any <br />issues, concerns, impacts, etc. (both positive and negative) that they had as a result of living next <br />to a shopping center district. Each group assigned a representative to take notes. After. <br />approximately 15 minutes of discussion, each group's representativf: was asked to share their <br />findings with the rest of the participants and their ideas were listed on large sheets of paper. <br />Participants were then asked to rank the issues listed. Each person was given three sticker dots <br />and was asked to place them by their top three issues. <br /> <br />MEETING SUMMARIES <br /> <br />Following is a summary of the issues expressed at each of the meetings and the ranking of these <br />issues. <br /> <br />The first meeting was held on Tuesday, September 14 for the Rar Mar neighborhood. Between <br />50-60 people attended the meeting. Table I shows the results of the issues exercise conducted <br />for that group. As shown in the table, the hours of operation for businesses adjacent to <br />residential areas was the greatest concern. In particular, 26 particip~mts indicated that 24 hour <br />establishments were not appropriate next to residential neighborhoods as one of their top three <br />issues. Others were concerned about holding property owners/manager accountable for the <br />operation and maintenance of their properties and the city's role in enforcing codes. Some were <br />concerned about the long term desirability of Roseville as a place to live due to the negative <br />impacts associated with increasing commercial development.
