<br />COMPREHENSIVE PLAN REVIEW SUMMARY <br />(Task] 03) <br /> <br />The Comprehensive Plan is a city's primary planning document. It is the plan upon which all <br />planning-related regulatory ordinances, including zoning and subdivision ordinances, are based. <br />Therefore, an examination of other cities' Comprehensive Plans may provide some insight on the <br />issues related incompatible land uses. The following Comprehensive Plans contain both general <br />and specific statements related to mitigating incompatible land uses and/or controlling the <br />location of commercial uses: <br /> <br />BURNSVILLE 1990 COMPREHENSIVE PLAN <br /> <br />Land Use Policies <br />2.3 Require adequate transitions and buffering between different land uses. <br /> <br />2.4 Preserve the integrity of neighborhoods by prohibiting the intrusion of incompatible uses. <br />Require strict adherence to all performance standards where higher intensity uses are <br />located adjacent to single family neighborhoods. <br /> <br />Commercial Policies <br />Discourage development of spot commercial areas at major intersections already surrounded with <br />residential development. <br /> <br />8.9 Community Design Element, "Performance Standards" Section: <br />- building and parking lot placement <br />- parking lot landscaping <br />- screerung <br />- building materials <br />- sIgns <br />- tree preservation <br /> <br />COLUMBUS DRAFT 2020 PLAN <br /> <br />(19) "Protect residential areas from incompatible uses" <br /> <br />(27) "Prohibit unplanned commercial or industrial uses from developing near residential areas". <br /> <br />(28) Isolate commercial development to 1-35, put high density behind it as a buffer. <br /> <br />(28&29) CommerciaVindustrial along Lake Drive not expanded. Convert existing homes to <br />future commercial or industrial.
