SHAKOPEE 1995 DRAFT

(97) Provide transitions between land uses with varying degrees of intensity by using mixed use
development zones, open space, and recreational areas and greenbelts, setback requirements,
topography, required landscaping, berms, and other buffers.

(121) City will use regulatory powers to protect existing residential neighborhoods from
incompatible uses.

(134) Transition areas - include combination of open space, landseaping, and screening.

The Comprehensive Plans included in this review clearly identify the need to mitigate
incompatible land uses. The preferred method of doing this is to prevent them from locating
adjacent to one another in the first place. However, fully developed cities such as Roseville are
not afforded this luxury. These cities may need to rely more heavily on screening and buffering
techniques.

Roseville Shopping Center District Study

Phase I Report

Page 23

T'_'

,-r..",..rr-"-n_
