The Honorable John Kysylyczyn
January 17, 2000
Page Two

Center has 28.47% of the site actually developed, This means that Bradley has already exceeded
the maximum development figure of25%, which was again set forth in Ordinance No, 1234,
which became effective January 1,2000, As a point of information, the maximum site
development cap of 25% has been in place for a number of years,

Therefore, as a resident of Roseville I would request that the City Council take the following
steps:

1. Instruct Staff that the definition of a site, for the calculation oflot coverage (25%) should
represent the actual space that can be developed by the lot owner, excluding restrict
easements which prevent development.

2, Deny Bradley's request for the vacation of the existing utility and drainage easement.

3. Refuse to allow further development at the HarMar Shopping Center due to the fact that
the current site exceeds the maximum amount of space that can be developed by 3.4%

Unfortunately, I will be unable to attend the City Council meeting scheduled for January 24,
2000, to consider this matter. This is why I wanted to write this letter in advance of the City
Council meeting, If you have any further questions please feel free to calL My office number is
612-830-2147. Thank you for your attention to this matter,

Sincerely,

Mark E.
