Keller, a Roseville homeowner residing at 1440 West Belmont Lane. Mr. <br />Keller has reviewed the specific request for vacation of a portion of certain utility and drainage <br />easements at HarMar Mall which is tied to the decision ofwhcthcr to add a Cub Food Store to <br />HarMar Mall. We offer the following in opposition to the request and the proposed expansion of <br />HarMar Mall: <br /> <br />(1) The lot area calculation proposed by Bradley Operating Limited Partnership includes <br />land occupied by Snelling Avenue and County Road B and n'13,y exceed the lot area ca1culation <br />allowed under the Roseville City ZoniD2 Code. <br /> <br />The lot area calculation proposed by Bradley Operating Limited Partnership ("Bradley") in support <br />of its request to vacate easements and allow construction of a Cub Food Store may exceed the lot <br />area calculation allowed under the Roseville City Zoning Code (RCC). Under the RCC, lot coverage <br />for a shopping center district is limited. "Not more than twenty five percent (25%) of the lot area <br />shall be occupied by buildings." RCC Chapter 1006.02 (C) <br /> <br />Defining lot is an important step in determining lot coverage. Bradley proposes that their lot should <br />be defined by the entire boundary ]jue of the HarMar property includin~ the property cunently <br />occupied by Snelling Avenue (including tum lanes and frontage roads) as well as half of County <br />Road B. Lot, however, cannot include land used for public streets, <br />
