Building Lots In General: A lot or par- <br />cel of land for which a deed has been <br />recorded in the office of the Ramsey <br />County Registrar of Deeds on or prior <br />to May 21, 1959, shall be deemed to <br />be a buildable lot providing it has <br />frontage on a public right of way and <br />has a street constructed on said right <br />of way, which street has been ac- <br />cepted by the City Council pursuant to <br />Section 1102.05 of the City Code, and <br />space requirements for the district in <br />which it is located can be maintained <br />or adjusted to conform to Sections <br />1102.06 and 1102.07 of the City <br />Code. (Ord. 729, 10-27-1975) <br /> <br />.:t: <br /> <br />B. <br /> <br />Space For Lot For Dwelling Purposes: <br />A platted lot or parcel of land of <br />record on May 21, 1959, which does <br />not meet the requirements of this <br />Code as to area, width or open space <br />may be utilized for single-family <br />detached dwelling purposes provided <br />the measurements of such area, width <br />or open space are within seventy <br />percent (70%) of the requirements of <br />this Code. Such existing lots that fall <br />within seventy percent (70%) of the <br />requirements shall be permitted to <br />have side yard setbacks in the same <br />proportion as the lot width bears to <br />the width required in Section <br />1004.02D or where the neighborhood <br />in which said lot or parcel is located <br />has been substantially developed with <br />five foot (5') side yard setbacks, the <br />side yard setback shall be five feet <br />(5'). Contiguous Vacant Lots: Where two <br />(2) or more contiguous vacant lots are <br />held in single ownership within a sub- <br />division which was duly recorded prior <br />to May 21, 1959, which lots are in- <br />dividually not of the required minimum <br />area or width for the district in which <br />they are situated, no special excep- <br />tions shall be required for the is- <br />suance of building permits provided <br />that such lots shall be developed in <br />groups or fractions of groups, as <br />single lots, to provide the minimum lot <br />frontage and area required for each <br />structure.
