<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />Department J\pproval: <br /> <br />~ <br /> <br />~anager Approved: <br />ffll <br /> <br />DJ\TE: 01/08/01 <br />ITE~ NO: C-6 <br />J\genda Section: <br />CONSENT <br /> <br />Item Description: Revisions to Permit and Miscellaneous Fees for 2001(PF3185) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 It is the City policy to charge user fees for requested special services rather than <br />support such services with property taxes. It is also the City policy to keep current <br />with the user fees charged for permits and product fees within the Community <br />Development Department. Annually the staff reviews the fees and costs of services. <br /> <br />1.2 Roseville's Community Development Department has previously created a number <br />of new products (including maps) which have not been officially "priced". <br /> <br />1.3 In year 2001, the Community Development Department will offer services to <br />property owners and developers who must provide legal notice to property owners <br />within 350 feet of a project. The City can now provide this service, reducing <br />customer cost and time to obtain lists and mailing labels from the Ramsey County <br />Court House in St. Paul. <br /> <br />1.4 The staff has also compared land use permit fee structures with other first ring <br />communities and found that a two tier fee schedule is more equitable, especially for <br />residential property owners. The staff proposes a reduction in fees for all land use <br />permits of single residences, to 50% of the normal fee with a $25.00 minimum. Fees <br />for Planned Units Developments were also evaluated and split into the various <br />components, then given a price. <br /> <br />1.5 The 2001 fee structure will allow the City to be reimbursed for consultant services <br />and fees charged to review commercial, industrial or multi-family land use permit <br />request. <br /> <br />2.0 STAFF RECOMMENDATIONS <br />2.1 Staff recommends the Council approve the updated user fees as illustrated in the <br />attached draft resolution. <br /> <br />3.0 SUGGESTED COUNCIL ACTION <br /> <br />3.1 By resolution, adopt the 2001 land use permit and user fee schedule of the <br />Community Development Department for services rendered by the Department. <br /> <br />Q:\Planning Files\3185 Jee Schedule, 2000\RCAO I 080 l.doc <br /> <br />1 <br />
