...,

'~

January 21,2000

The Honorable John Kysylyczyn
Mayor
Ci ty of Roseville
3083 Victoria Street North
Roseville, MN 55113

~\~
\~ ~

RE: Bradley Operating Partnership request for
vacation of a portion of certain utility and
drainage easement" at Har Mar Mal] (PF 3] 83)

Dear NIL Kysylyczyn:

\Xle are writing concerning the present over development at Har Ivlar Mall and the propmed additional
development to the site. As long-time Roseville residenrs, we have seen changes that are not always in the best
illterest of the residents in the community. The proposed expansion to Har Ivlar Mall is one of those negative
changes.

When ordinances are written and passed, they are meant to keep the best inrf:rest of the conmmniLY in mind for
the present and future. In looking at the current over development (2596+) ofHar Mar NIall we view thL.., as a
negative effect on the community for two important reasons. First, the cap of 25'?6 development is meant to J
keep congestion at an acceptable level thereby keeping pedestrians safe, What is presently obvious LO the area in
-question is the heavy congestion and that it is not pedestrian fi'iendly due to the congestion. All the casual
observer has to do is visit the site on a holiday or any weekend and see for themselves. PedestIian traffic is 110t
welcomed or accepted in the area by the vast number of vehides using the surrounding roads (two deaths on
Snelling will attest to this).

We are asking that there be no further development to the Har Mar site. I know that city staff has mentioned
that they are "just a little" over developed. There is no such thing. That is aboUl a.s logical as saying someone is
"just a little" intoxicated. Limits are set for reasons, To allow more development on a site that has already
reached it" "carrying capacity" is at the very 1east irresponsiblt.;. Sne]]ing and University is the most po]]uted
intersection in the state, I do not want to see Roseville on the map 1~)[ the second most polluted intt:fsection.
We already have unwelcome notoriety with Snelling and County Rd. Band SnelJing and County Rd. (~ as the
most dangerous. Do not fragment our community any further with additional pedestrian deaths and congestion.

Sincerely,
\U~ ~ ~ cl(!...u..u~

\~rard & Cindy Schwie
