<br />Regular City Council Minutes -10/21/02 <br />DRAFT Minutes - Page 9 <br /> <br />include directing staff to notify the Chamber of Commerce <br />in downtown St. Paul of any meetings on this issue; and <br />staff was further directed to encourage local newspapers to <br />publish any hearing or meeting information regarding this <br />issue. <br /> <br />Roll Call <br />Ayes: Kough, Schroeder and Kysylyczyn. <br />Nays: Klausing and Maschka. <br /> <br />Councilmember Schroeder stated he was encouraged by <br />the revisions broadening the review of the Planning <br />Commission, as presented in the changes to the original <br />motion; as agreed to by the motion's originators, <br />Councilmembers Maschka and Kough. <br /> <br />Mayor Kysylyczyn called the vote for the original, revised <br />motion worded as follows: <br /> <br />Maschka moved, Kough seconded> further study by the <br />Planning Commission of the six recommended <br />improvements to eliminate confusion of the existing code <br />requirements and make the development process on <br />shopping center parcels more straight forward, as follows: <br />· Change the "building coverage" ratio of the <br />developable land area within the shopping center <br />master plan as of January 1,2000; <br />· Define "developable lot area" as land upon which <br />construction of structures or paving may occur <br />consistent with the approved existing master plan <br />and excepting all public road, transit and pedestrian <br />easements, but respecting all required setbacks; <br />. For the purposes of the Shopping Center District <br />(Section 1006), define "building" as gross <br />occupiable commercial retail and/or service, office, <br />and/or multi-family residential area within a <br />building, but specifically excluding parking ramps <br />and decks; <br />· Allow the height of a shopping center or outlot <br />buildings to vary based on Floor to Area (FAR) and <br />its horizontal separation from residential districts, <br />
