Based on our review, we believe that the <br />staff recommendations are appropriate and accomplish the key <br />goals of continuing to provide for economic vitality in the city, <br />providing flexibility for future expansion to existing shopping <br />center owners and ensuring that existing centers are in compliance <br />with city zoning code. In addition, we believe that the changes <br />recommended by city staff will also provide for the opportunity to <br />support transit use by creating new parking capacity at Rosedale. <br /> <br />Specifically, the Chamber supports increasing the building <br />coverage ratio to 30% of the developable land area within the <br />shopping center master plan; removing public roads, transit and <br />pedestrian easements from the definition of developable lot area; <br />excluding parking ramps and decks from the definition of <br />"building"; allowing the height of a shopping center or outlot <br />building to vary based on FAR and its horizontal separation from <br />residential districts; and allowing FAR of up to 1.0, which is <br />consistent with other communities. Finally, we strongly encourage <br />the city to utilize a Planned Unit Development strategy for existing <br />developments seeking to expand by more than 10% and for all <br />future shopping center type developments. <br /> <br />saint paul chamber. com <br />
