City staff apparently have confirmed by informal GIS analysis that <br />none of the shopping centers in the various SC Districts meets the <br />25% building coverage limit. <br /> <br />2. The 0.5 FAR restriction and 25% building coverage 1i~itation are <br />contradictory rather than complementary, <br /> <br />3, When considered in the context of the Roseville City Code <br />generally, the building coverage standard serves no discemable <br />objective or clearly stated public policies, <br /> <br />4, There is no clear land use planning basis for a building coverage <br />limit that applies only to the SC District, but not to other commercial <br />business districts in which retail space can be built. It is not fair for <br />owners of retail property in the SC Districts to be subject to more <br />restrictive requirements than owners of retail property in nearby <br />business districts. <br /> <br />5. Long standing provisions of the SC District include extraordinary <br />setback and screening requirements, as well as stricter FAR <br />provisions. <br /> <br />6. The moratorium study resulted in the establishment of new <br />performance standards that apply only to the SC District. These <br />performance standards require enclosed loading and trash areas for <br />certain 24-hour uses. Compliance with these new standards <br />increases lot coverage and further penalizes owners of SC District <br />properties, <br /> <br />7. The 25% building coverage standard has apparently caused all <br />centers in the SC District to become legal non-conforming <br />structures. The expansion of any SC District uses becomes <br />problematic unless some form of special consideration is granted by <br />the city. <br /> <br />As part of our review of ordinance issues in Roseville, we looked at over a dozen other <br />community ordinances throughout the region, Attached is a matrix, which identifies <br />each community, the city retail zoning district, and the various standards for density <br />limitations. As noted in the summary, three cities have no restrictions, four cities use <br />an impervious lot coverage standard, five cities use the FAR standard and five cities <br />,use a building lot coverage standard.
