<br />Mr. Thomas Paschke <br />February 3, 2000 <br />Page 3 <br /> <br />the entire HarMar complex as proposed with the addition of the Cub Food Store, states that 2,215 <br />spaces are required under the code and the proposed addition would allow for 2,218 parking spaces. <br />A margin of error of three parking spaces is allowed under the plan. However, there are other RCC <br />provisions which apparently have not been considered. <br /> <br />The summary refers to the general requirement of 5 spaces per 1,000 square feet of gross leasable <br />area. However, no calculation was included for the HarMar Theater complex. Theaters require one <br />parking space per each three seats. RCC Chapter 1005.01 (D)(2) (t). We spoke with Ms. Sarah <br />Slinkman, a manager at the HarMar Theaters on January 25,2000. She provided an estimate of <br />2,500 theater seats in the complex which would translate into a requirement of 833 car spaces. It is <br />our understanding that the Theater complex occupies 40,000 square feet. If you allow 5 spaces per <br />1,000 square feet, the theater would only account for 200 car spaces. The difference between the <br />initial calculation prepared by staff and the requirement under the RCC is 633 spaces. Adding the <br />additional 633 required spaces to your original estimate of2,215 spaces required under the code and <br />subtracting the 2,218 parking spaces available after construction results in a parking space deficit <br />of630 spaces. <br /> <br />In addition to the Theater complex, there are several restaurants in HarMar and the Ground Round <br />restaurant on or adjacent to the mall property. The RCC provides requires parking spaces as follows <br />for these uses: <br /> <br />Restaurant And/Or Cafeteria: One space per two and one-half (2 1/2) seats, plus one <br />space per each twenty (20) square feet of the combined area of bar, lounge and public <br />space, excluding the first two hundred fifty feet (250'); in addition, one space per <br />each fifty (50) square feet of banquet dining area; and one space per each five (5) <br />seats of outdoor dining area. RCC Chapter 1005.01 (D)(2) (i). <br /> <br />In addition to calculating the actual parking requirements, it is also important to detennine whether <br />tt'1e parking spaces are close enou~~ to the building to be able to be counted consistent \Vitli tt'1e RCC <br />which requires that "Spaces accessory to uses located in a business district shall be within three <br />hundred feet (300') of the prmcipal building served." RCC Chapter 1005.01 (D)(6) (a). We <br />reviewed the plan for the Cub addition and well over 125 parking spaces are over three hundred feet <br />from the proposed supermarket addition. <br /> <br />Finally, although the RCC provides some latitude for joint facility parking, the RCC also provides <br />that "the total number of parking spaces furnished shall not be less than the sum of the separate <br />requirements for each use." RCC Chapter 1005.01 (E) (1). The City Council does have authority <br />to approve joint use of parking facilities under certain conditions, however, the proposed addition <br />will only increase parking congestion that is currently present at HarMar Mall. <br />
