<br />1. Abandoned And Junk Vehicles Create Hazard: Abandoned and junk yehicles are <br />declared to be a public nuisance creating hazard to the health and safety of the public <br />because they invite plundering, create fire hazards, attract yermin, and present physical <br />dangers to the safety and well being of children and other citizens. The accumulation and <br />outside storage of such vehicles is in the nature of rubbish, litter and unsightly debris and <br />is a blight on the landscape and a detriment to the environment. It shall be unlawful for a <br />person to pile, store or keep wrecked, junked or abandoned motor vehicles on private or <br />public property. <br />2. Vehicles Impeding Traffic Flow: Any yehicle, whether occupied or not that is <br />found stopped, standing or JP> AJRKJEIDJ in violation of any ordinance or State statute; or <br />that is reported stolen; or that is found impeding firefighting, snow removal or plowing or <br />the orderly flow of traffic is declared to be a public nuisance. <br />3. Vehicles Impeding Road And Utility Repair: Any yehicle which is impeding <br />public road or utility repair, construction or maintenance activities after reasonable notice <br />of the improper activities has been given to the vehicle owner or user at least twelve (12) <br />hours in advance, is declared to be a public nuisance. <br />4. Vehicles Without License Plates: Any vehicle shall be deemed to be junked or <br />abandoned vehicle if said yehicle does not have attached thereto a valid and current <br />license plate issued by the proper State agency. <br /> <br />602.04: UNATTENDED MOTOR VEHICLES: <br /> <br />A. Manner ofJP'A!R]KII1~TG: Any vehicle JP'AJRKJED at any time in any part of the City <br />shall be JPARKJEJI) with the right-h~'ld side parallel to the curb or edge of the street and <br />not more than one foot (1') from the curb or edge of the street leaving at least four feet <br />(4') between JP' ARKJED vehicles except where marks or signs on the streets indicate that <br />cars shall be JP'ARKED at an angle. Double JP> AJRKJING: Vehicles shall not stand two (2) or more abreast in any street <br />except in the case of commercial vehicles when calling for or delivering parcels or <br />merchandise such commercial vehicle may double park for the length of time absolutely <br />and reasonably necessary to load or unload when access to the curb is blocked by other <br />vehicles at the place of delivery. Time Limitations: No truck with a capacity of over two (2) tons shall be <br />PARKED on any street for morc than ninety (90) minutes or for the time necessary to <br />load or unload such truck. (Ord. 270, 1-27-58; amd. 1995 Code) <br /> <br />D. .lP' A1lUONG on Private Property: No vehicle shall be lP' ARKJED or left standing <br />upon the priyate property of any person without the consent of the property owner.
