-----Original Message-----
From: ajstuar [mailto:ajstuar@gateway.netJ
Sent: Wednesday, March 22, 2000 9:27 PM
To: city.council@ci.roseville.mn.us
Subject: Concrete recycling on Larpenteur/Dale property

I am one of the residents (481 Wagner St) that will be affected
concrete recycling that will take place this summer on the ~'
Larpenteur/Dale plot. I would like to know the specific schedule of th
recycling operation. I have heard that there will be two periods of
activity approximately 10-14 days in length each. I would like to know
these dates so that I can monitor the activity. I am extremely concerned
about the trucking activities and associated noises at the site. My work
schedule begins at 7 a.m. in the morning and I greatly value the peace
and quiet that this neighborhood provides. I have numerous previous bad
experiences with trucks entering that site and dumping after 9 p.m.
Needless to say, I value my sleep and I am concerned that all the
activity at the site will adversely affect my previously quiet evenings
in the neighborhood. I am asking for assurances that this activity
(especially trucks dumping) will end at 5 or 6 p.m. at the very latest
Monday through Friday with no activity on the weekends. I absolutely
never expect to be awakened by these dump trucks after 9 p.m. or early
on weekends.

To give you an example of how bad the noise can get, I was walking my
dog one night on the cuI de sac at the end of Wagner nearest this site
when a dump truck dropped its load and the back gate of the dump truck
crashed back and forth so loud that my dog ran home from the noise. The
trucks can dump just up over the hill and the beeping from backing up
and the back gate of the trucks crashing closed can be extremly
annoying.

I really wish the Council would settle on an appropriate use of this
property. How about selling it to some real estate developers that will
put up some beautiful single family homes adjacent to the park and give
us current home owners a break! Ever since I have lived here, the area
has been an eye sore and since they dr~ined the area in front of my
house, we have more mosquitoes than ever and the trees are dying because
of excess water drained from the site and excessive soil erosion of the
artificial sound barrier that was created at the site.

As you can see, I have many concerns about the use of this property,
most of which have to do with maintaining my peaceful neighborhood. I
need the specific dates of this project so that I can monitor the
activity and be assured that the agreement on your end is held up. I
will ask the Roseville police to ticket any trucks dumping after the
Roseville noise curfew of 9 p.m. and before 10 a.m. on the weekends. I
think these are reasonable expectations, given the circumstances. I feel
that you would react the same if you had lived in my house for the past
12 years and loved the peace and quiet this very special neighborhood
provides! If you would prefer to address these concerns with me by
phone, I may be reached at Fairview University Hospital Pharmacy

Department at 612-273-6808, 1
