REQUEST FOR CITY COUNCIL ACTION DATE: 04/24/00 ITEM NO: Manager Approved: Agenda Section: CONSENT REQUEST FOR CONTINUATION to MAY 8, 2000: Kraus-Anderson Realty request for CONCEPT and Final pun to Rezone HAMLINE CENTER from SC, Shopping Center District, to B-PUD, Business Planned Unit Development (pF 3199). 1.0 Background On April 12, 2000, the Planning Commission considered a request by Kraus-Anderson Realty to rezone Hamline Center from SC, Shopping Center District, to B-PUD, a Business Planned Unit Development for a mix of community and business uses. The request proposes land uses that are currently not allowed in the SC District. Uses under consideration include day care facilities, churches, schools and charitable gambling (by conditional use permit, after a separate hearing). After review aud discussion, the Planning Commission continued the hearing to a special meeting on April 26, at 6:30 p.m., in City Hall. Further, the Planning Commission requested Kraus Anderson hold an informational neighborhood meeting, now scheduled for Tuesday, April 25, at 6:00 p.m., at the Frontline Church, 2819 Hamline Avenue. The proposal from Kraus Anderson Realty calls for the renovation of portions of the existing Hamline Shopping Center structure and introduction of charter school (K-8) and day care uses along the west side of the existing building and, later, charitable gambling-bingo (by a separate hearing and conditional use permit) within the space previously occupied by a grocery store. The renovation of the structure is proposed to be primarily intemal- no significant expansion of the building footprint is proposed. Driveways and parking within existing parking lot will remain. Access will be provided from Hamline Avenue, Centennial Drive, and Terrace Drive. 2.0 Staff Recommendation The City staff recommends continuance of this request to the Council's regular meeting of May 8,2000 at which time the Council will have the Planning Commission's recommendation from the April 26th special meeting. Further, because of the possible time constraints, the staff recommends extending the decision deadline for up to 60 days to July 10, 2000. 3.0 Suggested Council Action By resolution, continue the hearing and request of Kraus Anderson Realty for Concept PUD Approval and Final Approval to rezone Hamline Center from SC, Shopping Center District, to B- PUD, Business Planned Unit Development, to the Council meeting of May 8, 2000, which meets the 60 day decision requirement for the Concept approval, and provide up to an additional 60 day time extension for the completion of the Final Approval stage from May 8 through July 10,2000.
