Our <br />client has asked us to write to you to formally oppose the Kraus-Anderson proposal to re-zone the <br />Hamline Center from SC, Shopping Center District, to B-PUD Business Planned Unit Development <br />District. <br /> <br />The Partnership's opposition to the re-zoning is based on limited information available to <br />them at this time. Even though they are an adjoining property owner of the Hamline Shopping <br />Center, and it and the Hamline Office Building are subject to a Declaration of Easements and <br />Covenants establishing cross easements for parking and access, the first detailed information <br />regarding the use or extent of the proposed change was what Mr. David Van Landschoot, a general <br />partner, read in the St. Paul Pioneer Press. He subsequently initiated two meetings (April 14 and <br />April 20) with Kraus-Anderson, but at both meetings he was provided only with verbal, vague <br />information about the plan. To date he has not been offered, provided or seen any written <br />information concerning any aspect of the proposed redevelopment and re-zoning. <br /> <br />Specifically, given the proximity of the Hamline Office Building and the interdependence <br />of its parking and access with the Shopping Center, Mr. Van Landschoot is particularly concerned <br />about the possible negative effect on the Office Building's property value resulting from the <br />proposed zoning change to permit uses other than a shopping center on adjacent property. <br /> <br />DO <br />V( ?;- \ <br />
