<br />1=c'le <br /> <br />REQUEST FOR CITY COUNCIL DISCUSSION/DIRECTION <br /> <br />DATE: 10/15/01 <br />ITEM NO: <br /> <br /> <br />Agenda Section: <br />REPORTS <br /> <br />UPDATE: Report on Property Abatement for 1661 StanbridgeAvenue <br />(PF3200) <br /> <br />Manager Approved: <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Periodically the Community Development staff reviews Code violations relating to <br />property maintenance to determine whether there are properties in disrepair for more than <br />1 year. The staff spends time attempting to gain compliance during the year on these <br />properties. Generally they have not met the Code because the owner has been unable <br />(physically or financially) or unwilling to comply with the Code. Property abatement is <br />one remedy. It allows the City to order corrections and assess the property for the work. <br />This process has been used in previous years to secure buildings from vandals and <br />weather, clean up buildings, paint andlor restore siding, plug rodent holes, repair <br />windows, and fix failing garage roofs and doors. <br /> <br />1.2 The staff attempts to work with property owners to bring the structure into compliance <br />(and continues to encourage property owners to repair properties up to the time of a <br />Council hearing). The hearing is an opportunity for the property owners to address the <br />property repair issues, estimated costs of repair, and suggest alternatives to the abatement <br />process. The process is attached. <br /> <br />2.0 POLICY IMPLICATIONS <br /> <br />The City goals within the comprehensive plan are to protect and improve property values <br />(Goals 3,4, and 5; page 6 and 7, Section 3) and to adhere to performance standards which <br />protect the integrity of the housing units and the neighborhood (Policy 6, page 8, Section <br />3). <br /> <br />3.0 EXISTING CONDITIONS <br /> <br />3.1 The home is occupied. <br />3.2 Code compliance items on the house include: <br /> <br />./ Entire roof is failing; <br />./ Rotted soffits, fascia, window and door trim; <br />./ Chipped, peeling paint over entire structure; <br />./ ~roken porch door; <br />./ Broken windows and tom screens. <br />
