<br />2. Section 1013.01.D of the Roseville Zoning Ordinance lists the criteria <br />reviewed when considering the issuance of a conditional use penl1it. The <br />criteria are as follows: impact of parking; impact on parks, streets, and other <br />public facilities; compatibility of site plan, internal traffic circulation, <br />landscaping, and structures with contiguous properties; impact of the use on <br />the market value of contiguous properties; impact on the general public health, <br />safety, and welfare; compatibility with the City's Comprehensive Plan. <br /> <br />3. The Roseville City Council concludes the proposal meets the criteria specified <br />in Section 1013.0lD of the Roseville Zoning Ordinance. Specifically, the <br />proposed monopole and associated equipment structure will not create <br />additional traffic nor the need for additional public facilities. With proper <br />screening and landscaping, the equipment facility will not have an impact on <br />surrounding property or values. There appears to be no impact on general <br />health, safety, and public welfare. In addition, the project complies with the <br />Comprehensive Plan designation as a business use. <br /> <br />4. The applicant has provided information indicating the technical dead <br />reception space surrounding the C-2 at Snelling location and a brief <br />description of the proposed coverage area of .75 mile radius. <br /> <br />5. The proposed monopole is comprised of galvanized steel and has the antenna <br />located in a cylinder on the top of the pole. <br /> <br />6. The monopole will be located in the same location as the current rear parking <br />lot light pole. This location is near a sizeable stand of mature deciduous trees <br />approximately 40 to 50 feet in height. <br /> <br />7. There are no City poles or private multi-tenant poles in this area of the <br />community. <br /> <br />8. The proposed location of the monopole and supporting equipment cabinets <br />meet the required setback of 30 feet from property line. <br /> <br />9. Conditions may be attached to the CUP that would mitigate the impact on <br />adjacent properties including such items as increased setbacks from property <br />lines, landscape screening, architectural color and design/materials details, <br />drainage provisions, and limiting additional exterior storage. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of <br />Roseville, Minnesota, a Ramsey County, Minnesota, that a conditional use permit for US <br />West Wireless to allow the construction ofa 67-foot tall monopole and associated four <br />foot by ten foot equipment area (cabinets) in the rear (west side) yard area of the <br />Countryside Restaurant, 2851 Snelling Avenue North, be approved, subject the following <br />conditions: <br /> <br />2 <br />
