<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />Date: 05/10/00 <br />Item No: <br /> <br />Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Request by US West Wireless for a Conditional Use Permit to install a 67 foot tall <br />monopole (single pole antenna) in the rear yard of the Countryside Restaurant, 2851 <br />Snelling Avenue. (PF 3207) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 US West Wireless requests approval ofa Conditional Use Permit (CUP) to install a 67 foot tall <br />monopole (single pole antenna) and an equipment area of four feet by ten feet in the rear (west <br />side) yard area of the Countryside Restaurant. US West proposes to replace the existing parking <br />lot light pole with the monopole and reinstall the parking lot light onto the monopole. <br /> <br />1.2 Section 1Ol2.10A4 ofthe Roseville Zoning Ordinance states: Commercial receiving or <br />transmitting antennas and towers not located on a City tower site shall be a conditional use. <br />Commercial receiving or transmitting antennas and towers may only be located in "B" Business or <br />"I" Industrial Districts. The City may establish permit review periods, tower termination, time <br />limits or an amortization schedule specifying the year in which the tower shall be taken down by <br />the applicant or its assignee. A performance bond or other surety may be required by the City in <br />order to assure removal of the tower at a specific date. <br /> <br />1.3 The conditional use permit process (Section 1013 of the City Code) for this request allows the <br />City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br /> <br />1.4 The process also allows the City to impose those conditions it considers necessary to protect the <br />public health, safety, and welfare. In addition the City Code (Section 1004.0lA) establishes <br />performance standards for the accessory building. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The site is located in Comprehensive Plan District 10, between Snelling Avenue and Lincoln <br />Drive, one lot south of County Road C2. Room & Board furniture store lies directly north; the <br />Edina Realty office building lies to the southwest; the health clinic lies to the south; Oasis Park <br />lies to the west; and single family homes lie to the northwest across Lincoln Drive. <br /> <br />PF3207 RPCA (051000) - Page 1 of 4 <br />
