<br />characteristic of the proposed site is the new antenna assemble located at the top of the <br />monopole. The antennas are located in an unobtrusive cylinder measuring a fraction of <br />the diameter of other carrier designs. Please take time to review the site drawings and <br />renderings enclosed as (Exhibit C & D). <br /> <br />PROPOSED USE: <br /> <br />US West Wireless is proposing to replace an existing 35 foot light standard with a 67 foot <br />galvanized steel monopole in the parking lot of the Countryside Restaurant in Roseville. <br />The light fixture is to be reattached to the new pole at the current level. At the base of the <br />pole is a lease area of approximately 12' x 16' to locate the associated ground equipment <br />for the US West Facility. This equipment is from Lucent Technologies and has a <br />relatively small footprint of four feet wide, ten feet long, and five feet tall. This site will <br />require single phase, 208 volt, 100-amp electrical service and aT 1 phone line for utilities. <br /> <br />The monopole and accessory equipment will be located in the southwestern portion of the <br />underlying parcel. This parcel measures approximately 275' by 150' and is typical of <br />those in the area. The parcel has an unusual number of mature trees in its large <br />undeveloped western side. These trees, along with the additional plantings shown in <br />Exhibit C, uniquely qualify this property to provide a high level of screening. The <br />setbacks for the installation are all met with the nearest property line being approximately <br />60 feet to the south of the facility. <br /> <br />The proposed facility is zoned B-2 and joined on thee sides by other business zoned <br />parcels. To the west is Roseville park property. This buffering from residential areas <br />along with the existing mature vegetation on the property will act to minimize any visual <br />impact the relatively short 67-foot facility may otherwise have. The facility is unmanned <br />and creates negligible heat, noise, vibration, pollution and traffic. Drainage to the parcel <br />will not be altered. There is no fencing proposed for the facility as the cabinets are self- <br />contained and locked much like cable boxes or traffic light switching boxes. <br /> <br />This facility will enhance public safety and welfare because it will enable US West <br />Wireless to enhance its Code Division Multiple Access (CDMA) wireless technology to <br />the area. CDMA technology, which did not exist ten years ago, now is considered the <br />leading wireless access technology in the industry. The ability to transmit data such as <br />fax, paging and computer data transmission will open a whole new way of <br />communicating by business, individuals and government services. Police can use CDMA <br />wireless fax machines as part of their drug enforcement program to obtain immediate <br />search warrants when illegal activity is observed without leaving the scene. Firefighters <br />can receive faxed blueprints of a building in route to fight fires more safely. Ambulances <br />can use it to transmit vital data to emergency rooms, which allow the emergency rooms to <br />be better prepared to receive injured accident victims. Motorists will have greater <br />flexibility of wireless phone choices, which will allow them more security in placing <br />
