The City Council on March 24, 1997 made its findings on the second EA W - <br />that there were no additional significant environmental impacts requiring an <br />Environmental Impact Statement. <br /> <br />3.2 Additional staff and consultant analysis were completed to address traffic and other issues <br />raised in the EA W comments and from the Planning Commission meeting. While traffic <br />was projected to increase on the site and adjacent to the site as the PUD was completed, <br />the road system has the capacity to handle the traffic. <br /> <br />3.3 Traffic volume and capacity were studied as part of the Ryan project and within the <br />EA W. The study concluded that Cleveland Avenue (4 lanes), County Roads C (4 lanes) <br />and D (2 to 3 lanes), and the I-35W ramps had the capacity to handle the expected 8,000 <br />vehicle trips per day. BR W recommended establishing thresholds for future <br />improvements after the developments are in place to turning lanes, entry/exit ramps, and <br />possible new stop lights at Lydia and Cleveland Avenue. <br /> <br />3.4 Hotel traffic tends to do the reverse of Centre Pointe Business Park employees by <br />entering the site in the late afternoon or early evening and leaving the site by mid- <br />morning. The peak PM trips for the entire PUD may increase by 35 to 50 vehicles when <br />the entire PUD is completed, while the overall daily volume may be down by 500 or <br />more vehicle trips. The applicant projects 909 daily trips from the hotel project (7 trips <br />/room). By comparison, an office building of 70,000 s.f. would generate 560 to 630 trips <br />(between 8 and 9 trips per 1,000 s.f. of office space similarly sized office facility). <br />However, many ofthe business hotel trips will be within the PUD (from hotel to business <br />and return) not on the adjacent county road system. <br /> <br />3.5 Ramsey County's Year 2000 Transportation Plan (completed by traffic consultant SRF) <br />estimates the following volumes on roads near Centre Pointe. <br /> <br />Road Ramsey Cty.
