<br />c <br />" <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br /> <br />Item: J-l <br />DATE: OS/22/00 <br /> <br />Agenda Section: <br />ORDINANCE <br /> <br />Item Description: CSM request for approval of a PUD Amendment to PUD# 1177 to <br />construct a third hotel (Mariott Courtyard) within the Centre Pointe <br />Business (PF 3208) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 CSM Corporation, St. Paul, representing GSH Lodging, L.L.C, has requested an <br />amendment to the Centre Pointe Business Park Planned Unit Development # 1177 located <br />between 1-35W and Cleveland Avenue, south of County Road D and north of County <br />Road C. In the proposed amendment, CSM requests that the Planned Unit Development <br />be amended to allow construction of a third hotel complex - a three story Marriott <br />Courtyard facility with 120 rooms and meeting, dining, and bar facilities primarily for <br />guests of the hotel. The original PUD AGREEMENT #1177 is specific, two hotels were <br />permitted in the original approvals; additional units require public hearings with the <br />Planning Commission and City Council approval, similar to a rezoning. <br /> <br />2.0 HISTORY of LAND USE AND ZONING DESIGNATIONS <br /> <br />2.1 In December of 1985, the City received a proposal by Woodbridge Properties to develop <br />647,080 square feet of office and garden office/service space on the 56.4 acre Centre <br />Pointe Business Park site. Specific approvals included a comprehensive plan <br />amendment from low/medium density residential to business, rezoning from 1-1, R- <br />1, R-2, and B-3 to B-4, platting, special use permit for a planned unit development <br />(PUD), and tax increment financing. An Environmental Assessment Worksheet <br />(EA W) and an Indirect Source Permit (ISP) were also completed. The City determined <br />that the EA W sufficiently addressed environmental issues and that an Environmental <br />Impact Statement (EIS) was not necessary. <br /> <br />2.2 Woodbridge Properties cleared the site, completed construction of streets, utilities, <br />stonnwater ponds, pathways, and other infrastructure in accordance with the approved <br />plans. Woodbridge Properties subsequently constructed a total of 110,000 square feet of <br />space on the site in one office building and two I-story office/service buildings on two <br />parcels. <br /> <br />2.3 The site was reviewed again in 1994 as part ofthe Comprehensive Plan revisions. A <br />Business ("B") use designation was retained for the entire business park area.
