The City Council on March 24, 1997 made its findings on the second EA W - <br />that there were no additional significant environmental impacts requiring an <br />Environmental Impact Statement. <br /> <br />3.2 Additional staff and consultant analysis were completed to address traffic and other issues <br />raised in the EA W comments and from the Planning Commission meeting. While traffic <br />was projected to increase on the site and adjacent to the site as the PUD was completed, <br />the road system had the capacity to handle the traffic. <br /> <br />3.3 Traffic volume and capacity were studied as part of the Ryan project and within the <br />EA W. The study concluded that Cleveland Avenue (4 lanes), County Roads C (4 lanes) <br />and D (2 to 3 lanes), and the I-35W ramps had the capacity to handle the expected 8,000 <br />vehicle trips per day. BRW recommended establishing thresholds for future <br />improvements (as needed) after the developments are in place, including turning lanes, <br />entry/exit ramps, and possibly new stoplights at Lydia and Cleveland Avenue. <br /> <br />3.4 In the 1997 traffic study, and again in the current project review, staff found that hotel <br />traffic tends to do the reverse of Centre Pointe Business Park employees by entering the <br />site in the late afternoon or early evening and leaving the site by mid-morning. While <br />peak PM trips for the entire PUD may increase by 35 to 50 vehicles when the entire PUD <br />is completed, the overall daily volume may be down by 500 or more vehicle trips. CSM <br />projects 909 daily trips from the hotel project (7 trips /room). By comparison, an office <br />building of 70,000 s.f. would generate 560 to 630 trips (between 8 and 9 trips per 1,000 <br />s.f. of office space similarly sized office facility). However, many of the business hotel <br />trips will be to or from hotel to businesses and/or restaurants within the PUD not on the <br />adjacent county road system. Because of the complete pathway and sidewalk systems, <br />staff expects further internal trip reductions because of pedestrian trips. <br /> <br />3.5 Ramsey County's Year 2000 Transportation Plan (completed by traffic consultant SRF) <br />estimates the following volumes on roads near Centre Pointe. <br /> <br />Road Ramsey Cty.
