<br />3.4 Because of the limited, but "surge" parking demand and the policy to reduce pavement where <br />possible, the Church should - as part of the record - supply site plans for future on-site parking <br />(if detennined to be needed and required by the City). Shuttle and shared ride management <br />plans should be required. A parking plan by the Church should also include nearby streets <br />(within 4 blocks), nearby intersections, adjacent driveways, and existing "higher density" <br />parking and valet areas. A "proof of parking" pennit should be considered, showing where <br />future parking would be placed, if needed, and describing the thresholds that would instigate <br />the need for construction of additional parking on the Church site. Such a permit could be <br />reviewed annually by the City, after a neighborhood meeting. Such thresholds might include an <br />annual inventory of on-street Sunday parking use within 4 blocks of the Church; an annual <br />neighborhood meeting by the Church to determine ifthere are issues; review ofthe number of <br />tickets and/or accidents within 4 blocks of the Church on Sunday mornings; painting of "no <br />parking" curb lines in critical areas; monitoring parking capacity for other events, especially <br />weeknight social events. <br /> <br />4.0 Staff Recommendation <br /> <br />4.1 Based on the State Statute and City policy described above, and the fact that the site can be <br />put to a reasonable use under the tenns of the existing City Code and that an alternative plan <br />is available, a variance does not adequately address the issues. Rather, using a variance <br />alternative, a "proof of parking" permit for the 25 spaces (as described in 3.4) should be <br />approved and recorded. To implement such a permit, the Council would be requested to <br />adopt a resolution with findings, parking thresholds, and construction conditions. The <br />resolution would then be recorded against the County property record. <br /> <br />5.0 Planning Commission Recommendation <br /> <br />5.1 On May 10,2000, after the required public hearing, the Planning Commission recommended <br />that a "proof of parking" permit for 25 spaces be required as part of the variance approval, <br />based on the findings in Section 3.0 and the recommendation in Section 4.0 of the project <br />report, dated May 10,2000. Residents did comment on this proposal and suggested that a <br />better solution would be to not expand the parking at all. (See the attached Planning <br />Commission draft minutes excerpt.
