3.4 Because of the limited, but "surge" parking demand and the policy to reduce pavement where
possible, the Church should - as part of the record - supply site plans for future on-site parking
(if detennined to be needed and required by the City). Shuttle and shared ride management
plans should be required. A parking plan by the Church should also include nearby streets
(within 4 blocks), nearby intersections, adjacent driveways, and existing "higher density"
parking and valet areas. A "proof of parking" pennit should be considered, showing where
future parking would be placed, if needed, and describing the thresholds that would instigate
the need for construction of additional parking on the Church site. Such a permit could be
reviewed annually by the City, after a neighborhood meeting. Such thresholds might include an
annual inventory of on-street Sunday parking use within 4 blocks of the Church; an annual
neighborhood meeting by the Church to determine ifthere are issues; review ofthe number of
tickets and/or accidents within 4 blocks of the Church on Sunday mornings; painting of "no
parking" curb lines in critical areas; monitoring parking capacity for other events, especially
weeknight social events.

4.0 Staff Recommendation

4.1 Based on the State Statute and City policy described above, and the fact that the site can be
put to a reasonable use under the tenns of the existing City Code and that an alternative plan
is available, a variance does not adequately address the issues. Rather, using a variance
alternative, a "proof of parking" permit for the 25 spaces (as described in 3.4) should be
approved and recorded. To implement such a permit, the Council would be requested to
adopt a resolution with findings, parking thresholds, and construction conditions. The
resolution would then be recorded against the County property record.

5.0 Planning Commission Recommendation

5.1 On May 10,2000, after the required public hearing, the Planning Commission recommended
that a "proof of parking" permit for 25 spaces be required as part of the variance approval,
based on the findings in Section 3.0 and the recommendation in Section 4.0 of the project
report, dated May 10,2000. Residents did comment on this proposal and suggested that a
better solution would be to not expand the parking at all. (See the attached Planning
Commission draft minutes excerpt. One letter of opposition was received.)

6.0 Suggested City Council Action

By resolution, approve (deny) a "proof of parking" permit for 25 spaces as a part of a
variance to the required parking, based on the findings in Section 3.0 and the
recommendations in Section 4.0 and 5.0 of the project report, dated May 22, 2000.

Application Deadline Schedule: Accepted 04.26.00; 60-day review time limit 06.26.00
Attachments: Draft Proposed Resolution; Location Map; Application packet
Prepared by: Dennis Welsch(490-2232)
Q:\Planning Files\3209 _ Ros _ Luth Church \3209_ RPCA(051 OOO).doc

PF32909- RCA (05-22-00) - Page 3 of 3
