The 41' height of the structure seems to be quite large until it becomes clear that the DNR <br />method for determining the height of structures differs from the method of the City. Using <br />the DNR method the proposed structure is 25' in height and well under the 30' height limit <br />required by the City ofRoseville Shoreland Ordinance. <br /> <br />6. There was no topographic information on the plans for the Youngquist Property. Should <br />there be bluffs or steep slopes on the property, then the provisions listed in Section 18.050.6 <br />of the Shoreland Ordinance should be followed by the City ofRoseville. <br /> <br />7. According to DNR records, the 1% flood for Lake Owasso (100-year flood) is at an <br />elevation of 888.97 feet (NGVD, 1929). Section 18.050.1 of the Roseville Shoreland <br />Ordinance requires new structures to have lowest levels at least 2' above the 1% flood. <br />Therefore, the home proposed by the Youngquist's must be above an elevation of 890.97' <br />(NGVD, 1929). <br /> <br />Thank you for asking the DNR to review these plans. You may have noticed that the comments <br />on the Youngquist Property are based upon the Shoreland Ordinance of the City ofRoseville. The <br />DNR can use more stringent standards to review plans should you ever explicitly request a stringent <br />review. In addition, the DNR would be happy to help the City ofRoseville amend the Shoreland <br />Ordinance of the City of Roseville if you wish to tighten up sections of the Ordinance. <br /> <br />As you requested, the plans for the Youngquist Project are enclosed with this letter.
