<br />Community Development Department <br />651.490.2279. fax: 651.490.2931 <br /> <br />March 30, 2000 <br /> <br />Mr. Joseph Richter <br />Department of Natural Resources <br />Metro Regional Headquarters <br />1200 Warner Road <br />Saint Paul, MN 55106 <br /> <br />RE: Redevelopment of Property Located at 391 South Owasso Boulevard. <br /> <br />Dear Mr. Richter: <br /> <br />Steve and Kristin Youngquist have submitted plans to redevelop their property located at 391 <br />South Owasso Boulevard, Roseville. I have reviewed the redevelopment proposal and have the <br />following comments: <br /> <br />~ The property is located in an area of the city that requires lO-foot side yard setbacks. <br />However, the Section 1012 of the Roseville City Code allows lots to be developed to a <br />width of five feet in areas that have substantially developed with five-foot setbacks. This <br />particular area has lot widths that range from one foot to seven feet, with no consistency. <br />Given this unique situation, the City has determined that it would only apply a five-foot <br />setback requirement. <br /> <br />~ The proposal will not be located within the 75-foot setback from Lake Owasso. The <br />proposed deck structure is located approximately 80 feet from the lakeshore. <br /> <br />~ The proposed structure is a walkout with an "A" frame design. The structure has an <br />overall height of 41 feet to the top ofthe roof. The proposed design meets the City' roof <br />height requirement as stipulated in the Uniform Building Code. <br /> <br />~ The lot is an existing recorded lot of record that does not comply with the Shoreland or <br />the City's lot size and width requirements. Staff has always allowed redevelopment of <br />such lots. <br /> <br />The Youngquist's are very interested in starting this project as soon as possible. Your immediate <br />attention to this matter is greatly appreciated. I have included a copy ofthe survey, existing <br />condition sketch, and building drawings for your use. Please provide me with comments <br />regarding the proposal. However, I will be out of the office until April 11.
