<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />Date: OS/22/00 <br />Item No: T-l <br /> <br />Agenda Section: <br />LAND USE <br /> <br />Request by Tim Honigschmidt, 1378 Sandhurst Drive West, for a Conditional <br />Use Permit to construct an accessory structure 1000 square feet in size. <br />(PF3212) <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Tim Honigschmidt, 1378 Sandhurst Drive West, requests approval of a Conditional Use <br />Permit to construct a 26'x 32' (832 square feet) two stall detached garage with work <br />space (shop area) and a 12' x 14' (168 square foot) screened (three-season) porch on his <br />11,775 square foot residential lot. The building would be used for storage of personal <br />vehicles and residential equipment. One double overhead door, two vehicle parking <br />bays, shop space, and three side pedestrian entrance/exists are proposed. <br /> <br />1.2 The conditional use permit process (Section 1013 of the City Code) for this request <br />allows the City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br /> <br />1.3 The process also allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. In addition, a new change to the City Code <br />(Section 1004.01A) establishes performance standards for the accessory building. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The site is located in Comprehensive Plan District No. 13, between Hamline Avenue and <br />Albert Street. Single family homes surround the property in all directions. The site is <br />located in the Rice Creek Watershed. <br /> <br />2.2 The site is zoned R-l (Residential); the Comprehensive Plan designates this site "L-R" <br />for low-density residential uses. In order to construct a detached garage larger than 864 <br />square feet in a residential district, the Zoning Code requires a conditional use permit. <br /> <br />2.3 The homes in this area are 1 ,000 to 1 ,600 square foot ramblers, story and half, and two <br />stories, built during the 1940's, 50's and 60's on 1/4 to 1/3 acre lots (approximately 75 <br />feet wide by 157 to 178 feet deep). <br /> <br />PF3212 RPCA (051000) - Page 1 of 4 <br />
