Attachment A <br />CONTRACT FOR PRIVATE DEVELOPMENT <br /> <br /> <br />th <br />made and entered into as of this 30 day of September, 2014, by <br /> THIS AGREEMENT, <br />and between the Housing and Redevelopment Authority in and for the City of Roseville, a public <br />body corporate and politic under the laws of the State of Minnesota (the “Authority”), and Jamie <br />Crandall and Greg Tharaldson (the “Buyer”). <br /> <br /> <br />WITNESSETH: <br /> <br />, the City of Roseville (the “City”) and the Authority have previously created <br />WHEREAS <br />and established a Redevelopment Project (the “Project”) pursuant to the authority granted in <br />Minnesota Statutes, Sections 469.001 through 469.047 (collectively, the “Act”); and <br /> <br /> , pursuant to the Act, the City and the Authority have previously adopted a <br />WHEREAS <br />redevelopment plan for the Project (the “Redevelopment Plan”); and <br /> <br /> , in order to achieve the objectives of the Redevelopment Plan and <br />WHEREAS <br />particularly to make specified land in the Project available for development by private enterprise <br />for and in accordance with the Redevelopment Plan, the Authority has determined to provide <br />substantial aid and assistance to finance development costs in the Project; and <br /> <br /> , the Buyer has proposed a development as hereinafter defined within the <br />WHEREAS <br />Project which the Authority has determined will promote and carry out the objectives for which <br />the Project has been undertaken, will assist in carrying out the obligations of the Redevelopment <br />Plan, will be in the vital best interests of the City and the health, safety and welfare of its <br />residents and is in accord with the public purposes and provisions of the applicable state and <br />local laws and requirements under which development in the Project has been undertaken and is <br />being assisted. <br /> <br /> , in consideration of the mutual covenants and obligation of the <br />NOW, THEREFORE <br />Authority and the Buyer, each party does hereby represent, covenant and agree with the other as <br />follows: <br /> <br />ARTICLE I. <br /> <br />DEFINITIONS, EXHIBITS, RULES OF INTERPRETATION <br />. In this Agreement, the following terms have the meaning <br />Section 1.1. Definitions <br />given below unless the context clearly requires otherwise: <br /> The construction plans approved by the Authority pursuant to <br />Construction Plans. <br />Section 4.1 of this Agreement.
