<br />Affordable Rental Housing - Rent of $5001M0nth or Less <br /> <br />Recommendation: Add 131 rent assistance certificates or vouchers for existing rental <br />units for families and older people by the year 2010. <br /> <br />The percentage of rental housing units in - at the time of the 1990 Census Gust under 30 <br />percent) was almost equal to the Metropolitan Area average of32 percent. By the year <br />2010, the percentage of rental housing needed in - will climb to over 32 percent. Rental <br />housing is a necessary housing resource for people of all ages, but particularly for young <br />people just starting out, older people unable to maintain their single-family homes, and <br />lower-income people of all ages. <br /> <br />Unfortunately, in the current housing market, it is impossible to build new rental housing <br />affordable to lower-income households without massive subsidies. Furthermore, very little <br />vacant land is available in - to build new affordable rental housing. What little land there <br />might be is best suited economically to other types of housing development. <br /> <br />To meet the needs oflower-incomeresidents, the best approach is the addition of rent <br />assistance certificates or vouchers that can be used with existing rental housing. If <br />existing rental housing units are not available within the rent limits of these programs, it <br />may be necessary for the city to seek exceptions to the rent limits or other program <br />regulations, or to develop its own programs to supplement existing resources. <br /> <br />This approach will not result in the construction of 131 additional rental units. Because <br />the rental units that will be used with the rent assistance certificates or vouchers will come <br />from the existing supply of market-rate (over $500/month) rental units, additional units <br />will have to be added to that category to make up for the units taken to meet the needs of <br />the lower-cost rental unit category. <br /> <br />Other Rental Housing - Rent of Over $5001M0nth <br /> <br />Recommendation: Add 421 additional market-rate rental units, including 131 units to <br />replace the 131 market-rate units taken for rent assistance certificates, and 290 additional <br />units. <br /> <br />Because the greatest need for additional housing units in - is for rental units, particularly <br />market-rate units, development of new market-rate rental housing is the use most highly <br />recommended for vacant or redevelopment sites in the city. Planning to locate sites for <br />additional rental housing should be a very high priority. <br /> <br />21 <br />
