I-35W Housing Study - Questions for the City

(1) Has the city reviewed the MC' s most recent Forecasts of Population, Households and
Employment? Is the city in agreement with MC's numbers? Are these the numbers
used by the city in revising its comp plan? If not, what are the city's numbers?

(2) Has the city reviewed the 1999 Demographic Profile provided by Insight Mapping and
Demographics? Do the numbers in this profile seem reasonable?

(3) The MC's 1999 Building Permit Report shows _ new housing units in the city? Is
this correct? Are these new units consistent with the city's housing goals? If not, why
not? Are any out of the ordinary housing developments planned in the near future?

(4) Were any units torn down or converted to other uses in 1999? Do you know of any
units that will be torn down in 2000? Any abandoned, vacant or boarded-up units?

(5) How much vacant, buildable land is available that is zoned and suitable for residential
development? At what densities? Do you anticipate that all of this land will be
developed in the next decade? If not, how much of it will actually be developed?

(6) Do existing houses sell quickly (within 30 days or so) when placed on the market? Do
they generally sell at or very close to their asking prices? Yes, I plan to talk to a
realtor about this also. Would you have a recommendation on who to contact?

(7) What are the vacancy rates for housing in the area? Do people seeking rental (or
ownership) housing call the city to ask for help in finding units? What unit sizes, costs
or types appear to be most in demand?

(8) The city's mix of housing types suggests that certain population groups may have
difficulty finding housing in the city. Does the city hear rrom, or about, population
groups that are having to leave the community? If so, what types of housing are they
looking for? This could include young people just starting out on their own, move-up
buyers, empty-nesters, older people, or even people working in the city. Are there
plans to diversify the housing stock to try to meet some of these needs?

(9) Does the city have plans for any redevelopment projects that will involve housing?
Any "demonstration" projects or smart growth initiatives?

(10) How does the city's manufactured housing supply figure in the city's affordable
housing plans? Will any additional mobile home parks be added or enlarged?

(11) Has the city ever had to drop a housing development because of citizen opposition?
If so, what would it take in the way of incentives ( or sticks) to be able to provide more
affordable or higher density housing?
