This will be a major celebration for the
Buddhist Community, with guests and monks invited from as far away as California.

Mr. Nygen will be applying for a temporary sign permit to place a cloth sign with cloth lettering
approximately 2.5 feet by 30 feet along the existing rail fence. The hand lettering and cloth sewing
work in the sign are part of the ceremonial preparation and sharing in the celebration. The sign will
be attached to a firm frame or to a backing of cardboard or wood and attached to the rail fence in
front of the temple. With the specifications listed above, I am not classifying this as a "banner",
which would be prohibited in the Roseville Code.

I explained to Mr. N ygen that he would need a sign permit only for the sign that faces the road, not
for internal signs that are visible only on their guest tent and stage area. The Buddhist Community
will have signed permission from the two neighbors to the east to use the neighbors' back yards as
part of the celebration. Tents installed on the site are to be inspected by the Fire Marshall prior to
use. See the attached map. Shuttle parking from the junior high school on Rice will be used by local
temple members, with guest only parking on the temple site.

Mr. Nygen asked if the existing temple sign could be moved closer to the road (Minnesota Street)
now that the road has been realigned. I explained that he could move the sign to a is-foot setback
from the south property line without additional permits. He was going to measure the distances this
week. Note: His maps of the site are in meters. not feet.

In the future the Temple hopes to buy the two adjacent (easterly) residential properties for expansion
of the buil~d parking.

Mr. Nyge' noted that our maps show the unvacated half street along the east boundary of the
Temple property. He is certain that the right-of-way has been vacated. (Check with Doug Strong and
David Windle.) Q: \Zoning\Buddhist T emple-475Minnesota(032900) .dot
