In addition, I understand the plan you gave me last week
has been changed. Once a final site plan is available for the project, I would be pleased to assist
City staffwith its review and if necessary, make recommendations regarding soil erosion and
sediment control activities.

1. I have concerns about the potential for sediment damage, during construction, to Owasso
Lake. This concern is based on the Lake's very close proximity, the general slope
gradient to the Lake, the inherent erodibility of the soils in this geographic area, and the
existence of storm sewers that presumably outlet directly to the Lake. Aggressive soil
erosion and sediment control activities during construction will be essential to minimize
the potential for environmental damage.

2. The Ramsey County Soil Survey indicates that the Urban land-Hayden-Kingsley soils
mapping unit may be found on this site. No reference to retaining wall or slope
development limitations are cited in the mapping unit text. However, I recommend a
qualified soils engineer be consulted to assesses any potential limitations based on soils
information collected on site and to engineer the final grading plan.

All Equal 01'1>'" (ullit, Flllpl",,<;-!"
