<br />) <br />~~o <br /> <br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 07/24/00 <br />ITEM NO: 1-1 <br /> <br />Agenda Section: <br />LAND USE <br /> <br />Request by Lake Ridge Nursing Home for a variance to increase the fence <br />height at 2727 North Victoria Street (PF3221). <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Lake Ridge Nursing Home is requesting a variance to increase the height of a fence along their <br />west and north property line from 6-1/2 feet to 8 feet. <br /> <br />Code Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />6-1/2 maximum <br />fence height. <br /> <br />8 foot fence <br />height desired <br /> <br />1-1/2 feet <br />fence height variance <br /> <br />2.0 BACKGROUND <br /> <br />2.1 On June 12,2000 Lake Ridge Nursing Home received approval of an excavation permit allowing <br />them to proceed with their planned parking lot expansion. A condition ofthe this approval <br />required Lake Ridge to proceed through the variance process to provide greater fence height <br />screening for the west side of the parcel and a portion of the north side of that parcel. <br /> <br />2.2 Section 1005.011 of the Roseville City Code states: Buffer Zone Between Business and <br />Residence District: Where a business district abuts a residence district, any new development <br />shall include a buffer zone. There shall be a protective strip of not less than ten feet (10') in <br />width. This protective strip shall contain no structures, shall not be used for parking, off-street <br />loading or storage and shall be landscaped. The landscape treatment shall include a compact <br />screen wall or fence but shall not extend within fifteen feet (15') of the street right of way. The <br />planting or fence design must be approved by the City Council as being in harmony with a <br />residential neighborhood and providing sufficient screening of the commercial area. The hedge <br />or fence shall be no less than six (6) nor more than six and one-half feet (61/2') in height <br />(Ord. 275,5-12-59). <br /> <br />2.3 Lake Ridge Nursing Home is located at 2727 Victoria Street. The property is zoned B-1, Limited <br />Business District with a Comprehensive Plan Designation of B, Business. A nursing home is a <br />permitted use in this zone. <br /> <br />2.4 Lake Ridge is surrounded by residential homes on the north and west sides. Rosewood Estates <br />Senior Apartments lie to the east and Media One lies to the south. <br /> <br />2.5 Lake Ridge is requesting a two-foot variance to allow them to construct an eight foot tall cedar <br />board-on-board screen fence on the west side and a portion of the north side of the proposed <br />parking lot. <br /> <br />PF3221 - RCA (072400) Page 1 of3 <br />
