I[ does not appear that the traffic volumes generated by the addition will create <br />any o,?erational problems on County Road B2 or other area stre~. There are a few on-site <br />circulation concems based on the small scale documents which were provided for review. <br /> <br />MnlDOT has estimated there are 637 employees in the building c~ently. There will be 84 <br />employees in the Regional Transportation Management Center eRTMC). MnlDOT currently has <br />both flex hours and shift hours in effect. The flex hours aHow employees to begin and end their <br />working day outside of the normal peak hOUTS. Employees are leaving between 2:30 and 6:00 p.m. <br />in the afternoon depending on their start time. Some employees begin work prior to the moming <br />rush hour traffic as part of the management center strategy, or flex hours. <br /> <br />A turning movement count at the intersection of County Road B2 and the MnfDOT entrance was <br />made from 3:00 to 5:00 p.m. This would be the time when most traffic is leaving the building and <br />when there is most conflict with the Rosedale area commercial traffic. The A.M. Peak Period does <br />not have the commercial traffic conflicts and is entering the Mn/DOT site, therefore having less <br />conflicts. The peak 15 minute period was from 4:00 to 4:15 p.m. and had 50 northbound vehicles. <br />During the two hours, there was an average of 33 vehicles in each IS-minute period, or an average <br />of approximately two vehicles each minute. Wjth some peaking characteristics, there is some delay <br />associated with leaving traffic. Traffic northbound leaving the site is split 56 percent 1eft turns an~ <br />44 percent right.turns. <br /> <br />'.The employees in the RTMC will not all be additions to Waters Edge. There are some RTMC <br />employees currently in the building who will merely move to different areas. Also, a number of <br />RTMC employees cUITently start early working as earty as 6:00 a.m. to mid-afternoon, and others <br />start in the late a.m. and work through the p.m. peak period.
