<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 06/17/02 <br />ITEM No:VIII. B.-2 <br /> <br /> <br />Agenda Section: <br />CONSENT <br /> <br />Request by City of Roseville to amend the Comprehensive Land Use Map <br />Designation of a vacant property commonly known as 1074 Roselawn <br />Avenue from current designations of "LD" Low Density Residential and <br />"B" Business to "HR" High Density Residential, consistent with a <br />residential planned unit development (PF3224). <br /> <br /> <br />1.0 REQUESTED ACTION: <br /> <br />1.1 The City of Roseville on behalf of Accessible Space, Inc. has requested approval of a <br />Comprehensive Land Use Plan Amendment to "HR" (High Density Residence) for the 37,000 <br />square foot area known as the Accessible Space Handicapped Housing site. The site is <br />currently designated partially for "LD" Low Density Residential and partially for "B" Business <br />uses. A Planned Unit Development with an underlying "R-3" Multi-Family Residential <br />District is proposed on the site. <br /> <br />2.0 SUMMARY OF COMPREHENSIVE PLAN AND RECOMMENDATIONS: <br /> <br />2.1 The Roseville Planning Commission held the public hearing regarding this request on <br />March 6, 2002 and voted to recommended (6 - 0) approval of the request to "HR" (High <br />Density Residence) for the 37,000 square foot area known as the Accessible Space <br />Handicapped Housing site. <br /> <br />2.2 The High Density Residential Use is consistent and complimentary in this neighborhood, <br />which has 4 higher density residential apartment buildings and an 18-unit townhouse <br />project within 350 feet of the proposed site, providing over 65 housing units. <br /> <br />2.3 The Comprehensive Plan Goals and Policies include the following direction: Roseville <br />Comprehensive Plan - 2000 Update Goals and Policies <br />- Page 70f21 <br /> <br />C. RESIDENTIAL POLICIES <br />The City will: <br /> <br />1. Adopt flexible standards for new single family and multi-family housing developments to <br />allow for innovative development and more efficient densities. It is not the goal of the City to <br />significantly increase overall residential densities. <br /> <br />a) Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance standards of the <br />community with more dedication of park and open space. <br /> <br />PF3224 - RCA Accessible Space Final Plan 061702 Page I of 4 <br />
