<br />2.0 REVISED GENERAL CONCEPT PLAN: <br /> <br />2.1 On April 10, 2002, the Community Development Department met with the developers to <br />review revised site plan and office elevation, and the process they undertook to meet the <br />directives of the Roseville City Council. The developer seeks approval of newly submitted <br />changes to the site plan and office elevation. The Community Development Staff and the City <br />Attorney determined that the revised plans should be presented to the City Council for a <br />determination of the new plan's consistency with the approved March 4,2002, General <br />Concept Plan. <br /> <br />2.2 The supportive housing complex has been modified but only slightly, increasing the front yard <br />setback adjacent to Roselawn Avenue, from 20 feet to 27 feet. The Staff finds this minor <br />modification to be consistent with the Council's March 4,2002. <br /> <br />2.3 The office structure has been modified from two stories to a three stories structure, 37 feet in <br />total height. The office building would be setback approximately 65 feet from the newly <br />created property line adjacent to Lexington Avenue and setback approximately 50 feet from <br />Roselawn Avenue. The revised site plan also places a large percentage of on-site parking in <br />the front (east) of the structure adjacent to Lexington Avenue and adjacent Roselawn Avenue <br />(north). These height, size, and site modifications, as determined by staff and the City <br />Attorney, are major changes from the General Concept Plan approved by the City Council on <br />March 4,2002, and expand upon the Council's direction. <br /> <br />2.4 Because the office building height, size and site plan modifications are dramatically different <br />those approved on March 4, 2002, without a Council determination of consistency the staff is <br />unable to include these revisions in the Final Development Plan. The City Council should <br />provide direction on which site plan will be used for review and final approval. <br /> <br />3.0 STAFF RECOMMENDATION: <br /> <br />3.1 The Community Development Staff recommends that the City Council determine: <br /> <br />a. Whether the April 10, 2002 revised site plan meets or exceeds the General Concept Plan <br />approved March 4,2002; <br />b. Whether the revised Plan required public notice and public hearing before the Planning <br />Commission; <br />c. Whether additional modification are necessary to proceed. <br /> <br />3.2 Because of the significant changes in the April 10, 2002 plan, if the Council prefers the newly <br />revised plan, procedurally, an additional public hearing should be held, with printed and mailed <br />notification, for neighborhood and public comment at a Planning Commission meeting on May <br />1,2002. <br /> <br />PF3224 - RCA General Concept Detennination 041502 Page 2 of 3 <br />
