<br />5.8 Site lighting could be an issue for the adjacent property owners and neighborhood. The <br />Community Development Department has not received the site lighting plan, but should one be <br />received, it will need to meet the minimum standard of 0.5 foot candles at the property line. <br />All lighting fixtures must be cut-off/downcast type. <br /> <br />5.9 Because of the sensitivity of residential areas and adjacent property owners, construction hours <br />must be limited to 7 a.m. to 10 p.m. weekdays and 9 a.m. to 9 p.m. weekends and holidays as <br />stipulated in the Roseville City Code. <br /> <br />5.10 The location of mechanical equipment is a concern for the City staff. Given the proposed roof <br />types (hip) it is assumed that heating, cooling, and ventilating equipment, specifically air <br />conditioning units will either be placed on the ground or be wall or window units. Those units <br />that are ground units should be centrally placed in the courtyard and 100% screened from view <br />of adjacent properties. Should an emergency generator be contemplated for either site, the <br />plans should be modified to indicate the proposed location, which should be in the center <br />courtyard and said generator must meet all applicable State decibel levels. <br /> <br />5.11 The City has received the preliminary sanitary sewer, storm water, and watermain plans for the <br />site. The Public Works Department and the Capital Regions Watershed, prior to Final <br />Development Plan consideration, must review and approve these plans. The site plan indicates <br />(estimated) an impervious surface coverage of 51 ,659 square feet or 72% and because of this, a <br />surface water storage pond is necessary. <br /> <br />5.12 These two developments are being designed using staff guidelines suggested in the Cornerstone <br />GuidelineslNeighborhood Enhancement report developed by the Community Development <br />Department in 1997. The City staff will work with the applicants to create site designs that <br />achieve suggested setbacks, landscaping, sidewalks and other guideline recommendations. A <br />10-foot green space front setback has been the standard for such designs. <br /> <br />5.13 It is possible that the applicants may request a Cornerstone grant (from funds provided to the <br />City from a Metropolitan Council grant) to improve boulevard street trees, vegetation, and <br />sidewalk amenities. <br /> <br />5.14 Current zoning, land use, and future land use maps and demographic information regarding <br />Planning District 14 are included for informational purposes. <br /> <br />6.0 POLICY & FISCAL IMPLICATIONS: <br /> <br />6.1 Located throughout Section 3 (Goals & Policies) of Roseville' s Comprehensive Plan are <br />numerous consistencies between what the Accessible SpaceNSI project it attempting to <br />accomplish and those goals and policies adopted by the City. The following are a sampling <br />from the Community-Wide, Residential Area, and Commercial Areas subsections: <br /> <br />. Community-Wide Goals: Eliminate blight and prevent deterioration of buildings and <br />infrastructure. Strive for better aesthetic appeal. <br /> <br />.
