The amendment proposes to change the land use designation from low density
residential and business to high density residential for a 22 unit handicapped housing project
located near the southeast intersection of Roselawn Avenue and Lexington Avenue (a A3-acre
parcel).

Council staff has determined the proposed amendment has no potential impacts upon any of the
metropolitan system plans. The proposed amendment appears unlikely to affect policies and
plans in other chapters of the Metropolitan Development Guide. The Council will waive further
review and comment on this amendment. Therefore, the city may place the amendment into
effect immediately.

The amendment, explanatory materials supplied and the information submission form will be
appended to the city's plan in the Council's files. If you have any questions about this review,
please contact Christy Stark, Principal Reviewer, at 651-602-1750.

Phyllis Hanson, Manager
Planning and Technical Assistance

cc: Paul Czech, MN DOT Metropolitan Division,
Roger Williams, Metropolitan Council District 11
Ann Braden, Sector Representative, Planning and Technical Assistance
Christy Stark, Principal Reviewer, Planning and Technical Assistance
Cheryl Olsen, Referrals Coordinator, Planning and Technical Assistance

" .
