Of]

May 11, 2000

Dennis Welsch
Community Development Director I
City of Roseville
2660 Civic Center Drive
Roseville, Minnesota 55113

Dear Mr. Welsch,

As we discussed on the phone, for our HUD funding submittal we are
required to submit a "Letter of Permissive Zoning" from the city. It must
state that the existing zoning of the property will permit our type of
multifamily project, or, if not, what the process would be to get the proper
zoning approvals and an estimated time frame for that process.

Accessible Space, Inc. (AS I} intends to option all of the Kath Companies
property on the Southeast corner of Lexington and Roselawn. I have
attached a map of the entire property labeling the individual parcels "A"
through "0" and listing the PIN numbers and legal descriptions. ASI
intends to have an option to purchase the whole property from the Kath
Companies but the HUD financed building is planned to be only on parcels
"B" through "0". We would like the zoning letter to address the zoning
status of those lots only. We are aware that these parcels have at least
two separate zoning clasifications

ASI is proposing the construction of twenty-two unit of new HUD Section
811 subsidized, accessible, barrier free apartments for very low income
persons with physical disabilities at 1074 Roselawn Avenue in Roseville,
Ramsey County. The three-story building will include fifteen one-bedroom
and six two-bedroom apartments with the two-bedroom units including one
disabled tenant with a full time personal care assistant. All apartments. as
well as common areas, will be designed and constructed to provide barrier
free access and independent living for persons who have severe mobility
impairments and/or brain Injury. There will be an elevator, and each
apartment unit will be an open, barrier-free design with thirty-six inch
doors, full kitchens that are completely accessible and a bathroom with a
roll-in shower. A multi-purpose community room will also be part of the
building. ASI presently owns and manages fifty similar buildings designed
to support independence and self-reliance for those with mobility
impairment.

2550 University II.v(~nue.
