8.0 PLANNING COMMISSION RECOMMENDATIONS

The Planning Commission held the required public hearing on May 9. 2001.

8.1 The Commission recommended approval of a ZONING AMENDMENT from the
existing "B-3" (General Business) and "R-2" (Two Family) zoning districts to a mixed
use residential planned unit development (MH-PUD) with an underlying zoning of "R-8"
(Mobile Home Park) which allows a mix of manufactured housing, traditional housing,
and limited seasonal recreational vehicle parking and accessory uses within the (9 .1 acre)
property known as the Roseville Mobile Home Park located at 2599 Lexington Avenue
based on the findings outlined in Sections 6.0 of the project report and the comments
from their public hearing and discussion.

8.2 The Commission also recommended approval of the GENERAL CONCEPT
DEVELOPMENT PLAN that establishes design standards and development parameters
under which the Roseville Mobile Home Park must develop or redevelop on the 9.1 acre
parcel, located at 2599 Lexington A venue. The Commission understood that the effective
date of such a planned unit development would not occur until after the application
submission and final approval of the planned unit development agreement and
publication of the PUD ordinance. No new construction may occur before the effective
date of the ordinance, except as approved by the Council.

9.0 OPTIONAL COUNCIL ACTIONS

9.1 Some optional actions based on the application and request for this project include:

a. Approve the Final PUD Plan Agreement and Rezoning to MH-PUD (with
any additional Council modifications to the PUD document).

b. Deny the request for rezoning and a MH-PUD, allowing mixed zone uses
and a non-conforming Park to continue as is. Take no action on to create
permanent seasonal RV sites.

c. Continue the item to a future meeting to allow additional review,
providing direction to applicant and staff. By resolution, extend the final
development review period (as per Mn. Statute 15.99) for up to 60 days.

To next page

Roseville Mobile Home Park Plan (RCA 102201) Page 6

_r
