We have studied the use of the
inflated fabric structure. This type of facility is in use in several communities
including Plymouth, Eden Prairie, Richfield, Woodbury, Stillwater and St. Paul.

A year ago a committee was formed to more formally investigate this option.
Several sites were analyzed and evaluated. Shortly after the committee began
its work, we were approached by a private group about constructing and
operating a facility. This group's interest was in providing indoor space for year
around soccer play. Subsequent discussions led to meeting with the Roseville
Area Schools to investigate the use of the Parkview School site.

The group has now formed the Roseville Sports Associates (RSA), L.L.C. to
develop the "Rose Dome" facility.

~

Proposal
The specific plan is to construct a large air inflated dome structure of
approximately 400' by 350' and 75' high. Roseville Sports Associates will
construct the facility under a lease agreement with the Roseville Area Schools
and operate the facility under the direction of a non-profit entity comprised of the
Roseville Area Schools, the City of Roseville anq the RSA.

The intended site is at Parkview School. RSA has been working with Roseville
Parks and Recreation and the School District and developing a n~w master plan
for the site that would include continued uses for baseball and softball as well as
soccer.

We believe this proposal has merit in providing high quality affordable recreation
space for year around soccer, golf practice, walking/jogging as well as physical
education and athletic spaces for the Roseville Area Schools.

Representatives of Roseville Sports Associates will be present at the Roseville
Planning Commission meeting on June 14 to discuss the concept with the
Planning Commission.
