<br />3.6 The proposed interim use of the property for the eight temporary classrooms will be <br />compatible with contiguous properties. <br /> <br />3.7 The proposed interim use of the property for temporary classrooms will not have an adverse <br />impact on the market value of contiguous properties. <br /> <br />3.8 The proposed interim use of the property for temporary classrooms will not have an adverse <br />impact on the general public health, safety and welfare. <br /> <br />3.9 The proposed interim use of the property for temporary classrooms is consistent with the <br />City of Roseville's interim use standards. <br /> <br />3.1 0 The proposed modular unit being located on a portion of the existing parking lot has no <br />additional impervious area. <br /> <br />3.11 The Charter School's hours of operation will be from 8:00 a.ill. to 6:00 p.m. Monday through <br />Friday. <br /> <br />3.12 The Charter School anticipates a maximum need for 15 staff off-street parking spaces. They <br />also anticipate delivery of meals once a day and occasional parcel delivery. <br /> <br />3.13 Should additional lighting of the parking lot be provided it must meet Section 1010.12 of the <br />Roseville City Code. <br /> <br />3.14 All trash and recycling containers shall meet Section 1010.11 C ofthe Roseville City Code. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the information provided in this project report, staff recommends approval ofthe <br />interim use permit to allow a temporary modular school facility in the east parking lot of <br />Advent Lutheran Church, 3000 Hamline Avenue, subject to the Planning Commission <br />identifying specific conditions. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />5.1 By motion, and based on the project report findings in Section 3, recommend approval <br />(denial) of the Family Academy Charter School request for an interim use permit to allow a <br />temporary modular school facility in the east parking lot of Advent Lutheran Church, 3000 <br />Hamline Avenue, for a period of three years from the date of final Council approval, subject <br />to conditions as determined by the Planning Commission. <br /> <br />60-Day Schedule: The application was received on June 20, 2000.
