May, AI~\ <br />Narrative for Interim Use Permit <br /> <br />SUBJECT: <br /> <br />DATE: <br /> <br />June 12, 2000 <br /> <br />The following is a brief narrative addressing the issues outlined in the Interim Use Application, Item <br />20D, for the Family Academy project at the S1. Christopher's Episcopal Church site located at 2300 <br />Hamline Avenue. <br /> <br />1. The 8 classroom modular building unit (typical photo attached) will be placed on the <br />existing bituminous surface. This will not increase or affect the existing drainage amount <br />or pattern. <br />2. The modular unit will result in the loss of approximately 30 parking spaces in the existing <br />parking lot. These spaces are the most distant from the major entries to the church <br />sanctuary. <br />3. The church will discuss a shared parking plan with the adjacent property owners (Roseville <br />Schools and Grace Church) to allow for shared use of their lots for overflow parking <br />conditions that may occur at holiday worship services. <br />4. The site circulation will not be affected, as the flow of traffic around the church will be <br />maintained. The school bus drop off I pick up route will also follow this pattern. <br />5. The expected length of the modular unit will be 3 years. <br />6. The modular building will be provided with base "skirting" and an accessible ramp. Exterior <br />materials are wood with a very low-pitched metal or membrane roof. <br />7. The modular building will be placed a significant distance form the existing church, with <br />property line setbacks a minimum of 20 feet from the south and west boundaries of the site, <br />unless additional distance is requested by the Fire Marshall. <br />8. No major change in landscaping is proposed. <br />9. The playground area for the school will consist of the existing enclosed play area for <br />younger children and use of the parking area near the school for older children. <br />10. A school sign will be located near the entrance to the site. <br />11.
