<br />~ Metropolitan Council <br />~ Working for the Region, Planning for the Future <br /> <br />O~'. ~,,\~ \.J <br /> <br />l <br /> <br />Dear Local Official: <br /> <br /> <br />The Metropolitan Council invites you to submit a proposal for an urb <br />opportunity site that can demonstrate Smart Growth principles. The recently <br />embarked on a very exciting new project called Smart Growth Twin Cities and would <br />like to work with four local governments as part of that project to develop detailed site <br />plans showing what Smart Growth looks like on the ground. <br /> <br />, <br /> <br />Calthorpe Associates, a nationally renowned urban design firm, has been retained by the <br />Council as lead consultant for the Smart Grov.rth Twin Cities project. In the opportunity <br />site phase of their work the Calthorpe design firm would lead a series of "hands on" <br />community workshops in each of the four selected communities involving local residents, <br />property and business owners, and other stakeholders. <br /> <br />The consultant would also work with local officials on a client basis to complete a site <br />analysis evaluating development factors such as infrastructure and public facilities, <br />existing buildings, open space, environmental features, market and redevelopment <br />potential, and transportation implications. Alternative design concepts for the areas <br />would be developed into sketch plans and reviewed with the community, culminating in <br />selection of a preferred alternative. Once a preferred alternative has been selected, the <br />consultant would prepare illustrative site master plans, sketch modeling of transportation <br />impacts and other implications, before-after photo simulations, urban design standards, <br />and implementation strategies tailored to each opportunity site. <br /> <br /> <br />he fundamental commitment of the selected communities will be to {)rovide the <br />consultant with base information about the opportunity sites, host the community <br />workshop.s.. and be 0 en to consldenng innovative Smart Growth desi n alternatives. <br />The Metropolitan Council will prov) e funding of the consultant's services. <br /> <br /> <br />Attached you will find application information, submittal format instructions, and <br />background information.
